All Planning Commission Meetings begin at 6:00pm.

Any person or business who is required to present building plans for approval from the Planning Commission must submit a request to the Clerk’s office along with the appropriate plans, list of adjoining property owners and any fees relating to the project no sooner than 3 weeks prior to any of the above listed meeting dates. The number of separate meetings per date are limited to first come, first served.

Planning Commission

Fee Scheduling a Meeting with the Planning/Zoning Committee(s):

$75 per meeting requested plus a $25 processing fee, plus cost of postage for certified letters to be mailed to the adjoining property owners surrounding property being addressed in meeting. 

Residential

Schedule of residential building fees will be as follows:

Residential building permits are assessed at $0.17 per square foot under beam plus a minimum of 3 inspections assessed at $75 each.

Procedure for Planning Commission Review

1.) Applicant must contact the City Clerk’s Office and provide a copy of the true description and deed of the property and a map that shall indicate the location of the proposed change. If the applicant is not the owner of the property, a letter allowing the applicant to act as an “authorized agent” must be on file. The application shall be filed with the City Clerk not later than twenty (20) days prior to the Planning Commission’s meeting at which the application is to be considered. The applicant will write a letter stating:

2.) The applicant shall be required to pay an application fee established by the City Council of $300. The applicant must provide the names and address of the Owners of all adjacent landowners of the subject property, as listed in the records of the Madison County Tax Assessor. Applicant is responsible for postage cost associated with the processing of this request. This fee shall be nonrefundable irrespective of the final disposition of the application.

 3.) The City Clerk will notify the applicant of the date and time of the Public hearing, if the Planning Committee deems the public hearing necessary. A notice of said hearing will be posted in the City of Owens Cross Roads designated boxes, fifteen (15) days in advance of said hearing. The notice shall state the time and place of the hearing. In addition to the posted hearing notice, a notice of such public hearing shall be sent to all adjoining landowners by registered mail as their names appear upon the plats in the Madison County Tax Assessor’s Office.  

4.) The Planning Commission will hold the public hearing and allow both the applicant time to speak and the adjacent landowners for a 30-minute period. At the end of the 30-minute period, the Planning Committee will take a vote. The Planning Committee will submit a report to the City Council to make the final decision on the proposed action.
