Draft Environmental Information Document and Public Hearing
OWENS CROSS ROADS WWTP PROJECT
ADEM ARPA PROJECT: CS010972-01

Owens Cross Roads, Alabama is proposing to construct a new wastewater treatment plant (WWTP)
along Sneed Avenue in the City of Owens Cross Roads, Madison County, Alabama. This notice advises
the public that a draft Environmental Information Document (EID) is available for public review and that
Owens Cross Roads will be conducting a public hearing on the proposed project. The hearing will be held
on Monday, November 20, 2023 at 5:30 pm at Owens Cross Roads City Hall, 9032 US Highway 431,
Owens Cross Roads, Alabama 35763. The purpose of the hearing is to present the proposed project and
receive public comment.
The City of Owens Cross Roads has been awarded a grant from the Alabama Department of
Environmental Management (ADEM) American Rescue Plan Act ARPA program for the construction of a
new 0.9 million gallons per day (MGD) WWTP to serve the residents of the city. The plant will be located
directly adjacent to the existing WWTP along the northern right of way of Sneed Avenue on City-owned
property. Construction of this plant will provide necessary additional treatment capacity and replace the
existing 0.2 MGD plant currently serving the City. The existing plant will be removed and the existing site
restored to natural condition upon construction completion and commissioning of the proposed new plant.
The draft EID describes the proposed project, evaluates reasonable alternatives and defines the natural,
cultural and environmental resources located in the project area. The draft EID can be viewed at Owens
Cross Roads City Hall, 9032 US Highway 431, Owens Cross Roads, Alabama 35763, Monday through
Friday between the hours of 8 am and 4 pm. The EID as well as project maps and plans will be available
for inspection at the public hearing.
Verbal and written comments from the public hearing regarding the proposed project are requested and
may be presented at the hearing. Written comments may also be submitted by email to the Engineer,
RGS Civil Design LLC, Mr. Jacob Roth, PE at [email protected]. All comments must be received on or
before Monday, December 4, 2023. Responses to comments received will be on file and available for
inspection at the Owens Cross Roads City Hall once they have been prepared.
