Christie Eason

City Clerk/Treasurer

Christie Eason was appointed as the City Clerk of Owens Cross Roads in January 2020. A lifelong resident of Huntsville, she spent many summers with her family in Owens Cross Roads, and she is delighted to serve this community. Christie and her husband, Sean, have three adult sons, two of whom are married, and three grandchildren. She has been working in finance and administration since 1992. 

Responsibilities of the City Clerk

Official Record Keeper:

Custodian of all public records, including minutes, resolutions, ordinances, proclamations, contracts, codes, and current financial information. 

Administrator for the Mayor, Council, and all related meetings.

Financial Management:

Oversees the receipt, distribution, and expenditures of all city funds. 

Responsible for all financial records and reporting, as well as annual audits.

Election Official: 

Responsible for coordinating and conducting all municipal elections.

Oversees the maintenance of election documents and statistics.

Communicates with the general public, city employees, vendors, management, and public officials to provide voters with election materials and updates on legal regulations and procedures. 

Public Documents and Records Management:

Oversees the maintenance of current and archival public documents

Develops programs and procedures to support the City Council’s policy direction for record management.

Meeting Administration: 

Prepares agendas and attends City Council meetings.

Oversees the posting of legal public notices and advertising meetings.

Communication and Reporting:

Prepares written materials, including reports for the Council, and other correspondence. 

Informs the public and other agencies with recommendations to the City Council. 

Christie Eason’s role as the City Clerk ensures the efficient administration of Owens Cross Roads’ records, finances, and elections, contributing significantly to the city’s government and community engagement. 


Teresa Carpenter

Assistant Clerk

Teresa Carpenter currently serves as the City’s Revenue Clerk, manages the administrative duties of the Sewer Department and is a certified Court Magistrate. She joined the staff of Owens Cross Roads City Hall as Assistant Clerk in January 2020 after retiring from a long-time small business.

She first became a part of Owens Cross Roads in 1984 when she married into the Carpenter family. Her husband and 2 daughters are proud alumni of Owens Cross Roads Elementary School where Teresa was active in many of the events sponsored by the PTO and Rec League throughout the 1990’s. Her favorite past time is spending time with her family, especially when the 4 grandchildren are involved.

Lora Martin

Assistant Clerk

Lora Maples Martin has lived in Owens Cross Roads community since 1982. She and her husband, Seney, have a blended family of five grown children; four boys (Toby Maples, John Martin, Wesley Martin and Logan Maples) and one daughter (Madison Martin). She also has eight grandchildren.

Lora started as a contract employee in June 2021 and became a full-time employee in October of 2021. She will be the Building Department admin and POC as well as assist the other clerks in all areas as needed.

Charles T “C.T.” Locke

Facility Maintenance

Charles T. Locke, often referred to as C.T. Locke, is a longtime resident of Owens Cross Roads, known locally as “Possum Holler”. He has deep roots in the community, having graduated from New Hope High School in 1980. Throughout his career, C.T. has been self-employed as a contractor and has a notable involvement in outdoor activities.

For a period of five years, C.T. was active in the Bass Master Circuit, showcasing his passion for fishing. In May 2020, he transitioned to working as Facility Maintenance Personnel for the City of Owens Cross Roads, contributing to the upkeep and functionality of local facilities. In 2023, bulk trash pick-up was added to his responsibilities. 

Beyond his professional endeavors, C.T. is dedicated to community service. Since 2007, he has been a member of the Semper Fi Community Task Force, an organization that organizes hunting and fishing activities for Wounded Veterans, demonstrating his commitment to supporting veterans and outdoor recreation. In 2024, he began training to become a volunteer firefighter with City of Owens Cross Roads Fire and Rescue.

C.T. has a grown daughter named Mattison who whom he enjoys spending time with, rounding out his deep ties to family and community in Owens Cross Roads.
